What the key difference between a local package manager and a repository-based package manager?

A. Repository based software package managers can't install local packages.

C. A repository based software package manager maintains a local list of installable software in external software repositories.
D. There are no differences, they are the same tool. RPM has the ability to install software from FTP and HTTP sites.
